Repair Summary: 

The indoor pool has been closed multiple times over the past 3 years due to serious mechanical and safety issues, not budget related.

• In late 2023, large ceiling pipes fell into the seating area due to rusted supports.
• HVAC failures followed, requiring a full system overhaul.
• Repairs are underway, with reopening expected in late November.

Dallas Aquatics is eager to resume programming and welcome everyone back to Bachman Indoor Pool.

A "Notice to Proceed" was issued to the contractor for replacing the main HVAC unit. The equipment has a 14-week lead time, and the construction is expected to take 2 weeks, totaling 16 weeks to complete the project. The work is planned to be finished by late November.

Planning and Design has received a proposal from the contractor to replace the existing HVAC system. The Division is currently routing the paperwork for procurement. Once approval and procurement process is complete the equipment can take 12 to 15 weeks for the manufacturer to build the equipment and then 2-3 weeks for the contractor to install the new equipment. Once a project completion date is determined an update will be announced. 

Over the past few weeks MEP Consulting Engineers have been studying the existing pool building HVAC system and determined there were too many unknowns, due to problems with current mechanical system components, to make a complete recommendation about solutions at this point in time. However, there was progress recently. The consultant partnered with a contractor to do testing and minor repairs. This work is necessary to just get a full picture of the problems. As of today, their contractor has gone as far as they can within the confines of their agreement with the consultant. The contractor charged the refrigerant loop and oiled the compressors. They got the system running but had to shut it down quickly due to a leak in the chilled-water piping. There are a few other problems, besides the leak, that need to be fixed before the system can run and at least cool the space. We should have a price to fix the current problems from a JOC contractor next week. After that, the system will be able run for a longer period of time so that the consultant can monitor the system in further detail. Until we get the system running, we won’t know the full extent of the problems and proposed solutions. The consultant says the major HVAC components are in good shape.

The Park and Recreation Department has hired an Engineering Consulting firm to provide an assessment of the condition of the Bachman Indoor Pool building systems. This includes the existing HVAC system, the building's walls, roof, doors and windows. 

The Consultants will start their assessment work on or before February 10, 2025. They intend to complete the report, showing the condition assessment recommendations about the necessary repairs on or before March 28, 2025.
